
*Big announcement by Housing and Environment Minister Shri O.P. Chaudhary: Historic success of OTS-2 scheme of Chhattisgarh Housing Construction Board — Sale of 920 properties worth Rs 139.47 crore*

In the Chhattisgarh Legislative Assembly, Housing and Environment Minister Shri O.P. Chaudhary informed about the unprecedented success of the One Time Settlement Scheme (OTS-2) operated by the state government.
Minister Shri Chaudhary said that the OTS-2 scheme was launched on March 1, 2025. The objective of this scheme is to make the vacant properties constructed earlier by the Chhattisgarh Housing Construction Board available to the common citizens with special discounts. In the scheme, phased discounts have been given on the properties based on the period of vacancy.
He elaborated that a discount of 20% is being given on those properties which are 5 to 10 years old and in which at least 20% portion is vacant, while a discount of up to 30% has been fixed in case of more than 20% vacancy. At the same time, there is a provision of 30% discount on vacant properties older than 10 years.
The Finance Minister said that those properties which have now been included in the scheme for the first time and whose construction has been completed 5 years ago, have been included in the offer with a 10% discount. All these discounts are applicable on the base price of the properties. After this, offers are invited, in which citizens participate through competition, and the property is allotted to the one with the highest value.
He said that as a result of the effective implementation of this scheme and the increasing trust of the people, a total of 920 properties have been successfully sold by June 15, 2025, which has resulted in a revenue of Rs 139.47 crore for the board. This achievement reflects the popularity of the scheme and is a milestone for the Housing Construction Board.
*Housing Construction Board became completely debt-free*
The Finance Minister, Shri Chaudhary, also informed that the Housing Construction Board had an outstanding loan of about Rs 800 crore from banks. The state government has completely paid off this loan from its budget provisions, due to which the board has become completely debt-free today. This is a major achievement of the board, which has made it even more empowered for future plans.

Housing Minister Shri Chaudhary said that from now on, no new housing scheme will be started by the Housing Construction Board until its pre-booking is at least 60%. This strategic step has been taken to ensure the success of the schemes and to avoid unnecessary construction work.
He also clarified that now the Housing Construction Board is working by adopting the corporate model, moving beyond the traditional boundaries, under which not only affordable housing units but also houses and commercial properties of various categories are being developed. This innovation is in line with urban development and self-reliant housing policy.

In his statement, Minister Shri Chaudhary said that the main objective of the Housing Construction Board is to provide accessible, safe and quality housing to the people of the state. The schemes run by the board are being prepared especially keeping in mind the common people, the lower and middle class families, so that every citizen can get an opportunity to live a life of dignity.
