
Several bills were passed in the Jharkhand Assembly, significantly impacting various sectors. The Jharkhand State University Bill 2025 transfers appointment powers for university officials to the Chief Minister, including VCs and Pro-VCs. The state government will now control the hiring and promotion of staff within universities and colleges. The Senate, chaired by the Pro-VC or the Higher and Technical Education Minister, will meet twice yearly. The Jharkhand Professional Educational Institutions (Fee Regulation) Bill 2025 aims to regulate the fees charged by private professional institutions, setting up a regulatory body and a student grievance system. Another key piece of legislation passed was the Jharkhand Coaching Center (Control and Regulation) Bill 2025, which mandates the formation of a state-level authority and district-level regulatory bodies to oversee coaching centers, with compulsory registration for all. The bill requires coaching centers to offer career guidance and psychological counseling services. The Jharkhand Micro, Small and Medium Enterprises (Special Exemption) Bill 2025 passed, granting MSMEs exemptions from specific government regulations. Finally, the Jharkhand Platform-Based Gig Workers (Registration and Welfare) Bill 2025, which seeks to create a regulatory framework to safeguard gig workers’ rights, set minimum wages, and provide social security, including a registration system for gig workers.
