
The Winter Session of Parliament commences today, December 1, 2025, ushering in a period of legislative activity and potential political confrontation. Over the next three weeks, concluding on December 19, 2025, Parliament will hold 15 sittings. The agenda, as set by the Business Advisory Committee, includes the tabling and discussion of several significant bills. The Manipur Goods and Services Tax (GST) Bill and Central Excise Bills are allocated three hours each for debate, alongside a similar duration for the Supplementary Demand for Grants. A potentially lengthy 10-hour debate on the ‘Vande Mataram’ issue has been put forth for consideration. The government intends to introduce numerous bills, some of which have bypassed the usual Standing Committee review process. The Health Security and National Security Cess Bill is set for introduction following constitutional recommendations. The opposition is prepared to voice concerns on a spectrum of critical matters, including electoral roll integrity, national security protocols, severe air pollution, labor code implications, and agricultural welfare. INDIA bloc floor leaders will hold a preparatory meeting. Prime Minister Narendra Modi is scheduled to brief the media at 10 AM on the session’s opening day from Parliament House.
