Raipur, 23 December 2025 / In a significant initiative to firmly link industrial development with future-oriented skill development, the Skill Development Department and Commerce and Industry Department of the Chhattisgarh government organized Chhattisgarh Skill Tech on 23 December 2025. This industry-centric investment program was conducted under the Prime Minister’s Setu Scheme (PM SETU) with the aim of encouraging private sector participation in skill development.
During the programme, Memorandums of Understanding were signed on various investment proposals and investment invitation letters were issued. A total of proposals exceeding ₹13,690 crores have come to the fore, which could create more than 12,000 employment opportunities in the state. These investments will reinforce skill-based employment across various sectors.
GAIL’s proposed gas-based fertilizer plant has emerged as a major and one of the largest industrial proposals for the state. With a first-stage investment of approximately ₹10,500 crores and an annual urea production capacity of 1.27 million metric tonnes (MMTPA), this project will firmly establish Chhattisgarh on the national downstream petrochemicals and fertilizer map.
The proposed project is planned to be integrated with GAIL’s Mumbai–Nagpur–Jharasuguda natural gas pipeline (MNJPL), based on favourable techno-economic viability. It is proposed on land exceeding 400 acres in the Bizetta area of Rajnandgaon district, while an additional 100 acres of land has been reserved for a dedicated township. The project also contains provisions for capacity expansion in line with future demand and infrastructure availability.
Once the project is operational, approximately 3,500 direct employment opportunities are expected to be created. Additionally, there will be a continuous demand for skilled human resources in operations, technical services, logistics, maintenance and related fields, further strengthening the state’s vision of skill-integrated industrialisation.
At this occasion, Chief Minister Vishnu Deo Sai said—the development model of Chhattisgarh is based on linking investment, employment and skill. Through platforms like Chhattisgarh Skill Tech, we are turning investors’ trust into tangible ground-level results, so that skilled employment opportunities can be created in the state. Behind this are clear policies and effective implementation capacity, which is our strength.
The skill ecosystem has been reinforced by strong interest from investors across diverse sectors.
Besides GAIL, Chhattisgarh Skill Tech witnessed strong interest from investors in apparel and textiles, pharmaceuticals, electronics manufacturing, solar panel manufacturing and other emerging (Sunrise) sectors. All these sectors align with the state’s skill development priorities and employment creation goals.
During the programme, the Aditya Birla Skill Centre established in Jashpur was highlighted as an important industry-driven skill initiative, aimed at strengthening the workforce’s capabilities in both traditional and emerging areas and increasing livelihood opportunities. Chhattisgarh Skill Tech proved to be a platform that further accelerates the investment momentum already running in the state.
Notably, in the past year, Chhattisgarh received investment proposals worth ₹7.83 lakh crores through more than 200 projects, of which around 50 percent have entered the implementation phase.
It is also noteworthy that 58 percent of the projects currently in implementation are related to the priority (thrust) areas identified by the state. These investments are spread across the state’s 26 districts, reflecting the Chhattisgarh government’s special focus on regional balance and industrial diversification.
This event reaffirms Chhattisgarh’s emerging identity, where industrial investment, skill development and inclusive development progress in parallel, so that economic progress is transformed into long-term and meaningful livelihood opportunities for the state’s youth.
