Transport Commissioner Brijesh Narayan Singh explained that the decision was made to ensure public interest, transparency, and adherence to the law. Long-pending minor challans were placing an unnecessary burden on the judiciary and the enforcement department. Recovery of these challans was also nearly impossible. The High Court had also instructed to automatically consider such challans as closed under the “operation of law”. The government has taken this decision keeping these instructions in mind.
