In the context of the Bihar elections, Rahul and Tejashwi, alongside other Mahagathbandhan leaders, launched the Atipichda Nyay Sankalp, focusing on the Extremely Backward Classes. This justice pledge encompassed a ten-point program. However, this program now seems to be creating difficulties for them during seat distribution. Sources indicate that Mukesh Sahni, Pashupati Paras, and the Left parties have signaled to the Congress-RJD that Nitish Kumar has effectively cultivated this particular vote bank. They believe that to make a significant impact on the 36% EBC vote bank in Bihar, the distribution of seats and the selection of candidates must reflect the proportional representation of this community.
The challenges are not only within the Mahagathbandhan but also within the Congress and RJD, where voices are growing that Nitish Kumar has already achieved his objectives in securing this vote bank. The Mahagathbandhan has only made announcements so far. Therefore, to demonstrate a serious approach to this vote bank, seriousness must be evident in both seat distribution and candidate selection; only then can they make inroads. Consequently, the EBC card played by the Congress-RJD is emerging as a potential problem even before seat allocation is finalized.
What are the key aspects of the Atipichda Nyay Sankalp?
Rahul and Tejashwi, with the support of the Mahagathbandhan leaders, have detailed ten key points in the Atipichda Nyay Sankalp. The pledge includes sending a law to include the 50% reservation limit in the 9th schedule to increase reservation. Reservation in Panchayat-city bodies will be increased from 20% to 30%. Reservation will be implemented in all private colleges and universities.
The “Not Found Suitable” system in appointments will be abolished. A committee will be formed to ensure accurate representation in the Extremely Backward Classes list. Land will be provided to landless SC/ST/OBC/EBC residents. They will receive 3 decimal land in the city and 5 decimal land in the village. Half of the reserved seats in private schools will be given to SC/ST/OBC/EBC children. Furthermore, 50% reservation will be provided to SC/ST/OBC/EBC in government contracts up to Rs 25 crore. A law will be enacted to prevent atrocities against the Extremely Backward Classes. An authority will be created to oversee the reservation, and only the assembly will have the power to change the list.
