
In preparation for the Bihar Assembly elections, the Election Commission is conducting a comprehensive review of voter lists. The EC is steadfast in its commitment to following guidelines established on June 24, 2025. A primary concern among voters is the specific documentation required to ensure their inclusion on the voter list. The EC has clarified that all individuals must submit the voter enumeration form and required documents by July 25, 2025. Even if documents are not immediately available, completed forms will be incorporated into the draft voter list, which will be released on August 1, 2025. The ability to register to vote is carried out under Article 326 of the Constitution. Submitting at least one of 11 approved documents is necessary. After September 1, those unable to furnish documents can have their cases reviewed by the ERO. The ERO is empowered to make final decisions on the addition or removal of names, with the right to appeal to the District Magistrate and then the Chief Election Officer. The Election Commission has confirmed that forms have been distributed to the vast majority of voters, exceeding a 97% distribution rate.
