
The Election Commission of India (ECI) is conducting a Special Intensive Revision (SIR) of voter lists across Bihar to prepare for the forthcoming assembly elections. This campaign, which started on June 25, 2025, and will continue until July 26, 2025, will involve Booth Level Officers (BLOs) visiting households to gather information from voters. They will be assisting voters in completing Enumeration Forms (EF).
The revision is encompassing all 243 assembly constituencies in Bihar, encompassing the re-verification of details of over 7.89 crore registered voters. This initiative focuses on enhancing the accuracy of the voter lists, adding new eligible voters, and removing ineligible names.
The ECI has provided options for both online and offline form submission. Voters can visit Voters.eci.gov.in and download forms using their EPIC number. The upcoming ECINET mobile app will further facilitate online access.
Each BLO will distribute two copies of the enumeration form to each voter. Voters are required to fill out the form, affix a recent photograph, and provide self-attested supporting documents like birth certificates or school records. Voters should obtain an acknowledgment receipt from the BLO upon submission.
To keep voters informed, SMS alerts are being sent to 5.74 crore registered mobile numbers in the state. Voters already included in the 2003 revised list will only need to confirm their details.
The Election Commission has ensured active participation from political parties. 1,54,977 Booth Level Agents (BLAs) have been appointed, with scope for further appointments.
The final voter list is scheduled for publication on September 30th, 2025. An additional 20,603 new BLOs have been appointed, and over a lakh volunteers are assisting elderly, sick, disabled, and underprivileged voters. After the extensive revision process, the final voter list will be published on September 30, 2025.
This revision process has stirred political reactions in Bihar. AIMIM chief Asaduddin Owaisi has criticized the revision, describing it as a ‘hidden NRC,’ while the ruling parties view it as a move by the ECI to address irregularities in the previous electoral rolls. The ruling parties see the process as a step towards transparency and fairness.
Voters are requested to keep their documents ready, coordinate with BLOs, and promptly verify their information to participate in the forthcoming elections.
