
The Education Department in Bihar has rolled out strict guidelines for teachers, emphasizing district-level resolution of issues. Dr. Siddharth, the Additional Chief Secretary, conveyed these directives in a letter addressed to all District Magistrates, highlighting concerns about teachers’ visits to the headquarters, which were perceived as impeding departmental functions.
The letter explicitly stated that teachers should not approach the secretariat for transfer-related complaints. It also outlined that the department’s focus would be on district-level resolutions.
Dr. Siddharth explained that a significant portion of the department’s large workforce seeking redressal at the state level would create logistical challenges. The District Establishment Committee, chaired by the District Magistrate, is the designated body for handling issues at the district level.
Teachers are required to register their grievances via the e-Shiksha Kosh portal, and nodal officers are responsible for addressing these complaints. The e-Shiksha Kosh portal offers a structured online system, allowing teachers to log in and register their concerns. The District Education Officer and other key officials jointly monitor and manage these complaints to ensure timely resolution, with compliance reports submitted on the e-Shiksha Kosh portal for monitoring by the Additional Chief Secretary’s Public Grievance Cell.
