
Developed Chhattisgarh’s Roadmap is Chhattisgarh Anjor Vision 2047: Chief Minister Shri Vishnu Deva Sai
Raipur, 14 December 2025/Chief Minister Shri Vishnu Deva Sai spoke in the winter session of the Assembly about Chhattisgarh Anjor Vision 2047, saying that this vision is a clear roadmap to make the state a developed Chhattisgarh by the year 2047. He added that this document will set the direction for the state’s development in the coming years. He urged all members to participate in building a developed Chhattisgarh on this occasion, highlighting the state’s past, present achievements, and future directions as historic.
India today is the world’s fourth largest economy
The chief minister said that today is of special significance because on 14 December 2000 the first meeting of the Madhya Pradesh Legislative Assembly was held in the Jaspur Hall of Rajkumar College. The Jaspur Hall had been constructed by the late Dileep Singh Judev through his MP Nidhi’s support. He paid tribute to the state’s democratic journey, congratulated Finance Minister Shri O.P. Chaudhary on the creation of the vision document under his guidance, and said that this document will chart Chhattisgarh’s development path in the coming years. He noted Prime Minister Narendra Modi’s leadership, mentioning that since taking office in 2014, Modi has led the country for a third time, and through his efforts India has become the world’s fourth largest economy.
Important steps for the journey to a developed Chhattisgarh
Prime Minister Narendra Modi has set a goal to create a developed India by 2047. In line with this, we too have set a goal for building a developed Chhattisgarh. We have identified key milestones: by 2030 we will achieve near-term goals, by 2035 mid-term objectives, and will reach long-term targets by 2047.
Anjor Vision marks 13 sectors
The Chhattisgarh Anjor Vision document is an exemplary model of public participation. We sought suggestions from farmers, youth, women, entrepreneurs, businesspeople, and all segments of society. I personally had the opportunity to interact with them directly. In this vision, we identified 13 sectors—education, health, agriculture, infrastructure—and decided to establish 10 missions to develop them. We are also launching best practices in rural development and urban planning. New Raipur is the fastest growing city of the future, set to become a global hub for medicine, education, textiles, IT, and AI.
Multiple schemes for the all-round development of the poor, farmers, and disadvantaged groups
The chief minister noted that over the years many schemes have been launched for the poor, farmers, and disadvantaged groups, and the state has made continuous efforts for holistic development. He said that the first cabinet meeting approved 1.8 million homes under the Pradhan Mantri Awas Yojana. The Mahatari Vandan Yojana became a historic initiative for women empowerment. Approximately 7 million mothers and sisters receive Rs. 1,000 monthly. Through DBT, more than Rs. 1,430.6 crore has been disbursed in 22 installments. The chief minister said that tribal communities and forest collectors’ benefits were increased from Rs. 4,000 to Rs. 5,500, helping 1.3 million families. The Charpathuka Plan has resumed, and 7.3 million poor families receive free ration.
Eco-tourism, Bastar Pandum, and Bastar Olympic identity creation
Through events like Bastar Olympic and Bastar Pandum, the public in Bastar is increasingly reached. This year, Bastar Pandum expects three times as many participants, illustrating governmental success. Let us resolve on this historic day to fulfill the vision of a developed Chhattisgarh. Eco‑tourism, Bastar Pandum, and Bastar Olympic are forging new identities.
8 crore crore investment proposals received
Chief Minister Sai said that a new industrial policy has been introduced for trade and industry. A total of 8 crore crore rupees invested. Logistic parks, air cargo facilities, and industrial parks have been established. Local employment is promoted. The government has provided over 10,000 government jobs to daughters and sons in two years. A total investment of 3.5 crore crore rupees has been made in the energy sector.
Rehabilitation of surrendered and arrested Maoists
Prime Minister Narendra Modi’s vision and Home Minister Amit Shah’s determination, coupled with the bravery of our soldiers, bring Maoism to its final stage. We are rapidly progressing towards the end of Maoism by March 2026. The surrendered and arrested Maoists are being rehabilitated. With security and development, Bastar is integrated into the mainstream. Under the Niyad Nella Nar Yojana, basic amenities such as ration, Aadhaar, Ayushman cards, housing, electricity, and roads have reached remote villages. Schools in Bastar have reopened, and eco‑tourism, Bastar Pandum, and Bastar Olympic are forging new identities.
Chhattisgarh – a state rich in minerals and forest wealth
The chief minister said that over the last two years, more than 10,000 daughters and sons have been provided with government jobs. He noted that Chhattisgarh is a state rich in mineral and forest wealth. The chief minister appealed to the legislative assembly and citizens to collectively resolve to make the vision of a developed Chhattisgarh a reality.
PM Jyotirvidhuna home free electricity scheme double subsidy
Chief Minister Sai announced that under the PM Jyotirvidhuna free electricity scheme, the central and state governments are providing double subsidies for installing solar rooftop on houses. Investment of 3.5 crore crore rupees has been made in the energy sector. The PM Jyotirvidhuna free electricity scheme is subsidizing the state government. For a 1 kW solar plant, the central government provides Rs. 30,000 and the state grants Rs. 15,000, totaling Rs. 45,000 subsidy.
