Raipur, Chief Minister Mr. Vishnu Deo Sai said that the image of the police should be such that it instills fear of law in criminals and a sense of security in common citizens. Chief Minister Mr. Sai was addressing the Collector-SP Conference organized at the Secretariat (Mahanadi Bhavan) today.

A detailed discussion was held in the Collector-SP Conference on various topics including the overall law and order situation in the state, control of narcotic substances, road safety, prevention of cybercrimes, and strengthening administrative coordination. On this occasion, Home Minister Mr. Vijay Sharma, Chief Secretary Mr. Vikas Sheel, Additional Chief Secretary Mr. Manoj Pingua, Principal Secretary to the Chief Minister Mr. Subodh Kumar Singh, and other senior officials were present.
Chief Minister Mr. Sai said that the role of both the Collector and the Superintendent of Police is equally important in maintaining law and order in the district. Better results have been achieved in districts where coordination between them is strong. He warned that any laxity in law and order matters will be considered administrative indifference and action will be ensured in such cases.
The Chief Minister directed that a zero-tolerance policy should be adopted towards acts that disrupt order on the roads, knife attacks, and heinous crimes like murder. Strict vigil should be maintained on sensitive issues like cow smuggling and religious conversion, and stringent action should be taken against the culprits. He said that the experiences of districts that have shown remarkable improvement in crime control should be implemented as a model in other districts.
Chief Minister Mr. Sai instructed to take a tough stance against drug addiction and the illegal trafficking of narcotic substances. He said that addiction is the root of crime, and its eradication is the first condition for improving law and order. Chief Minister Mr. Sai directed to launch a statewide campaign under NCORD, to curb smuggling in border districts, and to ensure timely action under the NDPS Act. He also said that an awareness campaign should be run to make youth aware of the ill effects of drug abuse.
The Chief Minister said that a Special Task Force (STF) has been constituted to identify and control infiltrators in the state. He directed that intensive checks should be conducted in border districts and swift action should be ensured on suspicious activities. He also said that neglecting crimes often leads to serious offenses, hence timely action in every case is essential.
The rehabilitation and livelihood empowerment of surrendered Maoists were also discussed in the meeting. Chief Minister Mr. Sai said that maintaining the trust of Maoists in the state government’s rehabilitation policy is the highest priority. Surrendered Maoists should be provided skill development training and connected to local employment or self-employment so that they can lead a dignified life in the mainstream.
A thorough discussion was also held on road safety during the Collector-SP Conference. Emphasis was placed on taking strict measures to prevent road accidents and improve traffic management. Instructions were given to take strict action against those not wearing helmets, seat belts, and not adhering to traffic rules. Furthermore, directions were given to identify black spots and carry out corrective work, to ban the use of DJs or loudspeakers after 10 PM, and to ensure punitive action against drunk drivers. Effective steps were also asked to be taken to prevent accidents caused by stray animals on the road.
Expressing concern over cybercrimes in the conference, it was stated that cybercrime has become the most complex threat of the modern era. Emphasis was placed on providing continuous technical training to the police force to combat it. Instructions were also given to widely disseminate the cyber helpline number with the cooperation of the public relations department. In the meeting, it was directed that considering the new methods of cybercrimes, awareness campaigns should be run in every district so that common citizens can remain safe from crimes like fraud, phishing, and online cheating.
Chief Minister Mr. Vishnu Deo Sai said that transparent and accountable administration, team spirit, and shared responsibility are the true foundations of a developed Chhattisgarh. He said that governance and administration can become strong only when every officer performs their duty honestly and delivers results as a team. The Chief Minister clarified that the success of schemes depends not only on policies but also on the transparency, sensitivity, and accountability of the team implementing them. This emotional and administrative coordination will take “Developed Chhattisgarh” to new heights.
