A new transfer policy has been rolled out across the state, applicable for the year 2025. The General Administration Department has sent out notifications to all departments, department heads, divisional commissioners, and collectors outlining the new guidelines. Voluntary transfer applications will be accepted from June 6th to June 13th, with the actual transfers taking place between June 14th and June 25th. Certain departments are exempt from this policy, including the Police, Excise, Mining, Transport, Commercial Tax, Registration, the School Education Department’s teachers, and state-level corporations, boards, and commissions. Third and fourth-class employee transfers will be authorized by the District Collector, subject to the approval of the Minister in charge, within the June 14-25 timeframe. Transfers will only affect employees who have been stationed at the same location for more than two years. Transfer percentages are capped: a maximum of 10% for third-class employees and 15% for fourth-class employees. Employees facing serious complaints can still be transferred even if they haven’t completed two years, provided that initial inquiries support the accusations. Those with less than one year remaining until retirement can apply to be transferred to their home district or a district of their choice. The government aims to maintain a balance between rural and urban areas, encouraging transfers from locations with surplus staff to those with shortages. The same timeline (June 14-25) applies at the state level, with all transfers requiring the approval of the relevant departmental minister. Transfers from scheduled to non-scheduled areas require a reciprocal transfer. Employees with severe medical conditions can apply for transfers based on recommendations from a medical board. Parents of children with disabilities can request transfers to areas with necessary medical and educational resources. Employees must be relieved from their duties within 10 days of receiving a transfer order, otherwise, it will be considered a unilateral release. Transfers will be completely suspended after June 25th. Exceptions will be made only in very urgent situations, requiring the Chief Minister’s approval. Teachers will not be transferred this year because their rationalization process is currently underway.
