
The Jharkhand Assembly session was marked by both the presentation of the CAG report and significant disruptions. Finance Minister Radhakrishna Kishore presented the CAG report, revealing substantial outstanding revenue amounts that are cause for concern. As of March 31, 2024, the total outstanding revenue collection was ₹84.72 crore. A significant portion, ₹38.91 crore, was overdue for more than five years. In the Excise and Prohibition Department, ₹7.72 crore remained tied up in legal and appellate processes. Revenue receipts for the fiscal year 2023-24 showed an increase of 9.57 percent compared to the previous year. However, this was 10.58 percent less than the projected budget. Expenditure increased by 14.99 percent, although it was ₹7,999.58 crore less than the budgeted amount. The state recorded a revenue surplus of ₹11,252.08 crore during the fiscal year. The state also received GST compensation of ₹165.63 crore during the same period. The supplementary budget presented by the government triggered immediate objections, with BJP MLAs Satyendra Nath Tiwari and Raj Sinha moving to propose a cut motion. Raj Sinha’s motion for a ₹10 reduction was rejected by the Assembly Speaker. The Speaker, Rabindra Nath Mahato, subsequently adjourned the session until 2 pm due to the continued uproar. Prior to this, the opposition had voiced strong objections in relation to the encounter of Surya Hansda, further escalating tensions within the assembly.
