
The Chief Secretary of Jharkhand, Alka Tiwari, has announced a state-wide survey targeting the transgender population to ensure their inclusion in government welfare programs. This directive was issued during the Jharkhand Transgender Welfare Board meeting at Project Bhavan. The survey’s purpose is to gather data on the number of transgenders in each district, understand their specific needs, and gauge their aspirations. This information will be essential for the effective allocation of resources and the provision of necessary support. It will also simplify their integration into various schemes designed for their benefit. The meeting highlighted the challenges transgender individuals face in accessing essential services due to reluctance to reveal their identity. This often prevents them from obtaining identity cards, availing reservation benefits, accessing pension schemes, and utilizing healthcare services like Ayushman cards. To overcome this, the Chief Secretary has directed the establishment of district-level committees under the leadership of Deputy Commissioners. Additionally, the Board will establish a “Transgender Support Unit” to address concerns and propose solutions. The 2011 census indicated a national transgender population of 4,87,803, with 13,463 residing in Jharkhand. The government, in collaboration with the Transgender Welfare Board, is actively implementing welfare programs for the community. The Board assists various departments in the design and execution of programs specifically for transgenders. The meeting was attended by several key officials, including the Home Secretary, the Secretary of Social Welfare, the Finance Secretary and the Rural Development Secretary.
