
Prime Minister Narendra Modi is set to visit Manipur this weekend, marking his first trip to the state since the eruption of ethnic violence between the Kuki and Meitei communities. The visit comes as both groups hold divergent views and present their respective demands to the government.
The Kuki community is requesting the formation of a separate state, with the aspiration of having their territories administered as a Union Territory. They emphasize the urgency of this demand for the well-being and safety of their people. Conversely, the Meitei community is strongly opposing this demand and instead, advocates for the adoption of a process similar to the National Register of Citizens (NRC) to identify and manage illegal immigration, believing it will rectify demographic imbalances within the state.
The Kuki community has asserted that the actions of the Meitei community have resulted in tragic consequences, including the loss of over 250 lives and the destruction of homes, temples, and churches. They highlight the displacement of numerous individuals who have been compelled to seek shelter in relief camps.
The Meitei community has vehemently opposed the Kuki community’s call for a separate state. They believe that such a move is fundamentally flawed and could lead to the fragmentation of the state. They are hopeful that the Prime Minister’s decisions will be guided by principles of equality, justice, and security, as opposed to any biased considerations. They have also urged for a process mirroring the NRC to tackle the issue of illegal immigration in Manipur.
Regarding the Suspension of Operations (SoO) agreement, differing viewpoints exist. The Kuki community expresses support, while the Meitei community opposes it, viewing it as a potential catalyst for increased violence. The SoO agreement, which was signed in August 2008, was intended to foster political dialogue and curtail violence involving Kuki insurgent groups. The agreement is reviewed annually; however, its renewal was recently suspended due to the recent violence.
On social media, PM Modi expressed his dedication to the advancement of Manipur and its people. He announced the laying of foundation stones for road projects, national highway projects, and women’s hostels. He plans to participate in programs in Mizoram, Manipur, Assam, West Bengal, and Bihar over the next three days.
