The Election Commission (EC) has implemented a significant update to enhance the security of its online voter ID services. A new requirement now mandates verification via a mobile number linked to the Aadhaar card for any changes to voter lists, including additions, corrections, or deletions. To facilitate this, the EC has launched an e-sign feature on its ECINet portal and app. This development follows an issue in the Aland assembly constituency of Karnataka, where a large number of alleged voter deletions raised concerns. The e-sign service leverages the Indian government’s unique identification system, allowing users to digitally sign documents using their Aadhaar number. The new feature is a key component of the verification process for deleting or correcting voter IDs.
The e-sign functionality aims to prevent the misuse of voter lists. Previously, forms could be submitted by simply linking a mobile number to the Voter ID number (EPIC), leading to potential vulnerabilities. Now, applicants must input their Aadhaar number, receive an OTP on their linked mobile device, and only proceed to submit the form after confirming their consent. Following the e-sign process, users are redirected to the ECINet portal to complete their form submission. These requirements apply to Form 6 (new registration), Form 7 (deletion/objection), and Form 8 (correction).
The update was prompted by the incident in Karnataka’s Aland constituency, where allegations of thousands of fraudulent voter deletions emerged. An investigation determined that a significant number of the deletion requests were illegitimate. Furthermore, the mobile numbers used for OTP verification were not associated with legitimate voters. This prompted the EC to strengthen its security and verification procedures, leading to the introduction of the e-sign feature.
The EC stresses that online deletion of a voter’s name cannot occur directly. The process demands physical verification by the concerned Booth Level Officer (BLO) and Electoral Registration Officer (ERO). Voters retain the right to present their case.
ECINet, introduced earlier this year, combines around 40 older apps and portals, including ERONet. The platform allows voters to apply online and for officials to process applications efficiently. The e-sign feature has been added to this platform to promote increased transparency and enhanced security.
