
Vladimir Putin has laid down firm prerequisites for a truce with Ukraine, simultaneously asserting that Russia never harbored intentions to launch an offensive against Europe. The Russian President declared his readiness to provide written assurances that Russia will not attack any European nation or NATO member, characterizing such suggestions as rumors propagated by those profiting from conflict. He firmly stated that Russia’s objective was never to attack Europe and that this stance can be officially documented.
During a press conference in Kyrgyzstan, Putin criticized European leaders for fostering what he called an ‘illusion for their populations,’ hinting at possible ulterior motives related to defense industry interests. He stated, ‘Russia never intended to attack Europe, and we are ready to write that down on paper. Maybe European leaders are just trying to create an illusion for their populations… But in our view, it’s simply nonsense.’
A key demand from Moscow is U.S. recognition of the Ukrainian territories currently under Russian occupation. Putin asserted that the cessation of hostilities hinges on Ukrainian forces withdrawing from these areas. He explicitly stated, ‘Ukrainian troops will withdraw from the territories they occupy, and then the fighting will cease. If they do not withdraw, we will achieve this through military force.’
Kyiv, the U.S., and the EU maintain that a ceasefire must be established before formal peace negotiations can begin. Putin rejected this precondition, indicating that negotiations would be more productive with Washington alone, as he considers ‘signing documents with the Ukrainian leadership pointless.’ Despite President Zelenskyy’s consistent invitations for direct talks and Donald Trump’s offer to mediate, the Kremlin has not engaged.
Ukraine and the U.S. are continuing joint work this week to advance discussions initiated in Geneva, with Kyiv emphasizing the urgency of achieving a ‘lasting and dignified peace.’ Notably, Trump’s special envoy is reportedly planning a Moscow visit, following claims he advised Russian officials on how to present their demands to appeal to Trump. While European input is understood to have been incorporated into Ukraine’s negotiating position, the Kremlin appears to be channeling communications through the Trump team. Putin reportedly dismissed aspects of draft peace plans while reaffirming his willingness to provide written guarantees regarding non-aggression towards Europe.
